Smart Partnership in e-Infrastructure and ICT between Malaysia and Cambodia

Excellencies, Distinguished Guests, Ladies and Gentlemen,

Let me begin by thanking the Royal Government of Cambodia for graciously hosting the Cambodia ICT, Digital & Electronic World Expo 2007. I am pleased to be here in Phnom Penh and I would like to express my utmost gratitude to NiDA and IDG World Expo for inviting me as one of the speakers from Malaysia. Thank you all for the kind and warm hospitality.

As you must be aware, there is an international drive by the Commonwealth Partnership for Technology Management (or CPTM) and the Malaysia Industry-Government Group for High Technology to promote the "Smart Partnership" philosophy as the management practice of the future. A smart partnership is a partnership between Government and the private sector; a partnership within government; a partnership between private sector entities; or similar partnerships between countries which are designed to create synergy and result in a "win-win" situation.
The roles of the partners are as follows:

  • The public sector is the engine of policy change;
  • The private sector is the engine of economic growth;
  • “Best Brains" sector must provide innovative ideas and research;
  • The trade unions must work with employers to develop employee productivity.

Ladies and Gentlemen,

The hosting of such a significant event today, attended by the top business partners from local and many countries prove that the People of the Royal Government of Cambodia and other countries are working in line with the smart partnership philosophy. There is significant potential here waiting to be unlocked and harnessed, especially in increasing levels of meaningful and tangible cooperation between local and foreign resources to provide “best brains” or innovative ideas and research, which in turn will drive the economic growth of the country.

VADS Berhad, one of Malaysia’s leading Managed ICT service providers, was listed on the Kuala Lumpur Stock Exchange 2nd Board on August 2002, making it the first Telekom Malaysia Berhad subsidiary to be listed. On March 2005, VADS Berhad was upgraded to the Main Board and is now listed under the Trading Sector. VADS has achieved revenue of 100m USD as of fiscal year 2006 and a net profit of 10m USD. I am sure the name Telekom Malaysia is not new to Cambodians, as our parent company has long invested in the Royal Government of Cambodia through its wholly owned subsidiary, TM International Cambodia Co. Ltd. Telekom Malaysia is better known in Cambodia as Hello GSM 015 & 016.

Ladies and gentlemen, Cambodia stands on the threshold of an IT evolution. It is a recognizable fact that IT is an economic growth enabler and it is evident that plans and policies to spur IT growth are being put in motion by the Royal Government of Cambodia.

A good example of this is the recent tendering for a Financial Management Information System by the Royal Government of Cambodia. Once implemented, this will be a shining example of Cambodia’s ability to implement world class IT solutions for it’s citizens.

The deployment strategy for IT applications must also take into account the available infrastructure to enable unimpeded information flow and accessibility from within and out side the country. As much as a country needs roads and highways for the transportation of it’s citizens and economic resources, a well managed and secure IT infrastructure is key to the vital growth and sustainability of the IT initiative in Cambodia.

Ladies and Gentlemen,

Globalization has flattened the world and jobs are always moving around and will continue to move around. Those jobs lost can becomes opportunities for other places and a government infrastructure stressing education can mitigate the hardships caused by that job movement out of the home country. When the world is flat, people and governments need to make the effort to stay ahead. So outsourcing is a good opportunity for Royal Government of Cambodia.

Economic growth and better living conditions demand the creation of productive and skilled workforce. This is where smart partnerships come into play especially in the transfer of IT knowledge and technology to the local people.
